Buying Near Primary Schools
A parent's guide to MOE's Primary 1 registration, the 1km priority rule, and how your home address can secure your child's place.
1. Why Distance Matters for P1 Registration
In Singapore, your home address directly impacts your child's chances of getting into a preferred primary school. When a school has more applicants than vacancies, the Ministry of Education (MOE) uses Home-School Distance (HSD) as a critical tiebreaker.
The priority distance bands are categorised into three main tiers:
- Within 1km: The highest priority tier.
- Between 1km and 2km: The secondary priority tier.
- Outside 2km: The lowest priority tier.
Within each distance band, Singapore Citizens (SC) are always given priority over Permanent Residents (PR).
2. Understanding the P1 Registration Phases
The P1 registration exercise is conducted in several phases. Home-school distance becomes a factor for priority starting from Phase 2A onwards whenever balloting is required.
Phase 1
For children who have a sibling currently studying in the school. All eligible applicants in this phase are guaranteed a place.
Phase 2A
For children whose parents or siblings are alumni of the school, whose parents are staff members, or who are students of the MOE Kindergarten located within the primary school.
Phase 2B
For children whose parents are school volunteers (min 40 hours), endorsed active community leaders, or members of a church or clan directly connected with the school.
Phase 2C
Open to ALL Singapore Citizens and PRs who have not yet secured a place. This is the most competitive phase, where home-school distance matters the most.
Phase 2C Supplementary
For children who were unsuccessful in securing a place in Phase 2C.
3. The 1km and 2km Priority Rule
If the number of applicants exceeds the number of vacancies in any phase from 2A onwards, balloting is conducted based on a strict priority order. Living within 1km provides the highest distinct advantage.

4. The 30-Month Stay Requirement
To ensure the fairness and legitimacy of the home-school distance priority system, MOE enforces a strict 30-month stay requirement.
- If a child gains admission based on HSD priority, the family must reside at the registered address for at least 30 months from the start of the P1 Registration Exercise.
- For example, for the 2027 P1 Registration Exercise, this 30-month period begins from the start of the exercise. The exact date is expected around end-June 2027 (to be officially confirmed by MOE closer to the date).
- The registered address must be the parent's official residential address as reflected on their NRIC.
- If the family moves out before the 30-month period ends, MOE reserves the right to transfer the child to another school with available vacancies.
This means parents must plan their property purchases and moving timelines well in advance of their child's P1 registration year.
5. Using the Address of a New Property
You can register your child for P1 using the address of a yet-to-be-completed property you have purchased. This is a crucial advantage for parents buying new launch condos.
VPD/DPD Timeline Requirement
The Vacant Possession Date (VPD) or Delivery of Possession Date (DPD) of the new property must be within 2 years of your child's entry into P1.
- For example, if your child registers for P1 during the 2027 exercise (for entry into P1 in January 2028), the VPD/DPD must be no later than 31 December 2029. This follows MOE's rule that the property must be ready within 2 years of P1 entry. (Note: MOE confirms the exact cut-off date when publishing each year's exercise details.)
Declarations and Required Documents
During registration on the P1 Registration Portal, you must undertake to move into your new property within 2 years of your child's entry into P1. After submitting the online form, you must email a supporting document to the school during your registration phase:
- For HDB flats: A copy of the Agreement for Lease (AFL), downloadable from the HDB InfoWEB.
- For Private Property: A copy of the original Sale and Purchase Agreement.
30-Month Stay Requirement for New Properties
Unlike an existing address where the clock starts at the beginning of the registration exercise (as detailed in Section 4), the 30-month stay requirement for a new property starts from the time your family actually moves into your new home.
- The new address must be updated on the parents' NRICs.
- If a child secures a place using a new property address and the family registers for P1 in the 2027 exercise, but only moves in by July 2028, the 30-month stay period starts from July 2028.
- If this requirement is not met, MOE will transfer your child to another school at its sole discretion, and parents will have no say in the choice of school.
